Research work and interests in the area of public procurement: European Public Procurement Law and National Law interface.

Major grants: 4.2 million Euros (2010) EU INTERREG award to conduct research into public procurement barriers and law with Dublin City University. Project will look at best practice methodologies; develop a public procurement competency framework that is SME-friendly; and will research emerging public procurement law legal issues.

Professor Cahill's upcoming article, The Ebb and Flow of the Tide (European Business Law Review, 2010 inter alia will look at the interaction between Article 86EC services of general economic interest case law and EC State Aid and Public Procurement law.

Professor's Cahill's 2009 co-authored Barriers Report has now largely been adopted for implementation by the Welsh Assembly Government with the objective of altering public sector PQQ practices and design.

Professor Cahill is also research director of the Tenderwise research consortium (www.tenderwise.com)
