More than 50 students from around the world have completed the first set of two modules on the innovative new Executive Programme in Public Procurement Law and Policy at the University of Nottingham PDF Print E-mail

These modules cover Introduction to Public Procurement Law: Basic Principles and Concepts and EU Procurement Law. Most of the students on the programme attended two intensive teaching weekends in January 2010 which were held to supplement their study of the distance-learning materials. Students are now studying further modules on Development and Procurement, Advanced EU Procurement Law and/or UK Procurement Law.

New book on In-House Providing in European Law PDF Print E-mail

Mario Comba and Steen Treumer have recently co-edited a book entitled The In-House Providing in European Law, which deals with in-house in a broader perspective and looks into the interpretation, implementation and practice at national level in a range of member states.

The book comprises the following contributions: "The In-House Providing: The Law as It Stands in the EU" by Roberto Caranta; "In-House providing - European regulations vs. national systems" by Fabrizio Cassella; "In-House Providing in Germany" by Martin Burgi; "In-House Providing in Italy: the circulation of a model" by Mario Comba; "In-House Providing in spanish Public Procurement" by Julio González Garcia; "In-House Providing in Polish Public Procurement Law" by Marcin Spyra; "In-House Providing in Denmark" by Steen Treumer; "From the indivisible Crown to Teckal: the In-House provision of works and services in the UK" by Martin Trybus.

This book is the first in the European Procurement Law Series published by DJØF. The Series will explore how and to what extent the national laws of a number of Member States have tried to accommodate European rules and principles.

Professor Phoebe Bolton has joined the Public Law Department, Stellenbosch University, South Africa PDF Print E-mail

Professor Bolton has written extensively in the area of public contracts and procurement regulation and is the author of the pioneering work: The Law of Government Procurement in South Africa (LexisNexis Butterworths, South Africa, 2007).

She will, with Professor Geo Quinot, continue with a project funded by the British Academy and conducted in collaboration with the Public Procurement Research Group at the University of Nottingham. The main objective of the project is to raise the academic profile of public procurement regulation in Africa and it includes research and teaching components. She will teach an undergraduate module in Public Procurement Law and a Masters Module in Public Procurement Regulation.

A new book has been published by EIPA: "Competitive Dialogue - A practical guide", written by Michael Burnett in collaboration with Martin Oder. The authors assess the different approaches to this new procedure for awarding public contracts used so far and conclude there are clear trends showing how to implement Competitive Dialogue more effectively.

The book focuses on questions such as: is Competitive Dialogue a better procurement route than the Restricted Procedure or the Negotiated Procedure? What does the public sector need to do to plan the effective use of Competitive Dialogue? How can the public sector best use the flexibility which the procedure provides? What needs to be done at EU and national level to enable public authorities to make the right choices?

Michael Burnett, a UK Chartered Accountant member of the CIPD and of the CIPS, is currently the Director of EIPA's European Public-Private Partnerships (PPP) Forum. Martin Oder (Rechtsanwalt) is a partner in Haslinger Nagele & Partners law firm in Vienna, Austria.
